Addison Leys a possible solution?

In case critics should accuse Akme of negativity or cynicism with regard to Oxford's undoubtedly acute housing and transport problems, please allow the following exercise in "blue skies thinking" as a possible solution to them. Akme has identified a large area of non-green-belt land in the very heart of the city (no access issues) with adequate infrastructure already established (no burying of power lines or relocation of sewage works) and presently completely unused except by a few wild animals - the ideal site for a settlement of several thousand new homes, which could perhaps be known as the Addison Leys Estate.
